Checking KRNM departure procedure

Good Morning

Just a clarification please on a departure procedure from Ramona

Last night i heard the controller provide a clearance from Ramona . Something like "depart 27 with Departure procedure"

I used the DP below.
m a real life Canadian pilot, this is a bit different from how it is done up here, ( generally there is a reference on the plate ) the reference to DP for Ramona was on airnav and skyvector and contained within a pdf.

This info below was contained within the pdf , In real like does this show up with the charts you purchase and was this the correct DP required to comply with the instruction
Just checking and not wanting to make mistakes

DEPARTURE PROCEDURES
AMDT 3A 13206 (FAA)
TAKEOFF MINIMUMS: Rwy 9, std. w/ min. climb of 500' per
NM to 4000, or 3800-3 for climb in visual conditions. Rwy
27, std. w/ min. climb of 332' per NM to 2600, or 3800-3 for
climb in visual conditions.
DEPARTURE PROCEDURE: Rwy 9, climb via heading 088°
to 4000, then climbing left turn via heading 330° and JLI
VORTAC R-263/OCN VORTAC R-083 to ROBNN INT
before proceeding on course, or for climb in visual
conditions, cross Ramona airport at or above 5000 before
proceeding on course. When executing VCOA, notify ATC
prior to departure. Rwy 27, climb via heading 268° to 2600,
then climbing right turn via PGY VORTAC R-336 to ROBNN
INT before proceeding on course, or for climb in visual
conditions, cross Ramona airport at or above 5000 before
proceeding on course.

The PDF you found is correct. There's a departure procedure listed so you fly it unless otherwise instructed. I think this applies for VFR in addition to IFR flights.

Hello,

You should have heard something like "cleared to (some airport) via the runway 27 departure procedure (more stuff)"

This is the way that ATC instructs an aircraft to perform the obstacle departure procedure (ODP) from an airport. The ODP is the long block of text that you posted. The relevant portion is this:
Rwy 27, climb via heading 268° to 2600,
then climbing right turn via PGY VORTAC R-336 to ROBNN
INT before proceeding on course,
Pilots can fly an ODP without ATC clearance (unless you've been given another specific instruction), but ATC does have the ability to assign it to a pilot.

ODPs only apply to IFR flight. A VFR pilot can elect to fly it if they want but ATC won't assign it.
