Out of Mini-Route and Over SMO direct to Burbank

I thought I knew this but now am confused. Please assume that I have just exited Los Angeles Bravo on the mini-route heading north. I am at 2500 feet and have been given permission from SMO to transit their airspace. Once over SMO, I head direct to Burbank at 2500 feet. I assume that I need not contact SOCAL because the floor of SOCAL Approach's airspace is 3000 ft and I am at 2500 ft. Consequently, since I am under that floor, I can wait and call Burbank tower about 7 miles from the field - just before the inner Class C ring which is the responsibility of the tower. Am I right about this or all wet. I appreciate any guidance you all can give.

As a pilot, you really don't know who has responsibility for what airspace. Your best course of action is labeled on the chart:
CTC SOCAL APP WITHIN 20 NM ON 124.6
There are potentially a lot of planes flying into Burbank (and in that area in general). Approach may need to sequence you quite a bit before you are handed off to tower.

Thanks, Reece. That makes sense. And if they don't need to talk to me, they can let me know on initial contact. I appreciate the guidance.
