Manchester BLVD

I flew the Los Angeles Special Flight Rules Area procedure yesterday, N.W. from KSNA to KVNY, for the first time - and found it very straightforward, more relaxed than the Mini-Route. Just one question, the procedure states it's boundary to the south is Imperial highway, which is clearly marked on the chart with a flag whose base lies directly on the highway, and Manchester BLVD to the north.
But in this case the base of the flagpole is resting on the northerly runways, and looking at google maps, Manchester BLVD lies 2.5 miles to the east, not as shown on the chart?
Seems an odd discrepancy when these sorts of procedures are normally absolutely watertight?
