When is PT required?

If I am flying the VOR 25 approach at KSBA and arriving via Ventura to KWANG (IAF) can I fly the approach straight in or am I supposed to reverse course at ZACKS and fly outbound, do a PT and renter the inbound course again? There is no "no PT" indication on the plate but flying the procedure turn here doesn't make much sense to me but maybe I am missing something?

The KWANG-ZACKS segment is marked NoPT. See the arrow just north of KWANG.

John,

If that happens in the future, the fact that the previous segment has you at the same altitude and heading that the PT would've finished up with is a red flag that the PT is not adding any value and that a closer look at the plate is warranted.

Thanks Keith. That's kind of what I was thinking - that the PT wouldn't accomplish anything. I must have looked at the plate a dozen times but for some reason still didn't see it. I guess I will get better at reading the plates.

Loving PE. Still on the learning curve but it's getting easier...
