What are the rules for a VFR flight in there?

And am I reading chart correctly? There is a 35/100 black number in there and a sfc/100 and a 20/100 form 2 hard to see light gray areas inside so if I stay under 3500 and not go into the other 2 I'm free right ?. Also the chart says "See frq tab" but I cant find that.

Can someone explain ?
