Returning User - PE plugin issue

Hi all,
I am back to PE after taking time off since last winter. Reinstated my ZLA account and may upgrade to the full western US if the bug bites me hard enough.
I am not seeing the PE line item in my plugin folder and it does not appear in my plugin admin box to check off. I downloaded the latest PE software version and replaced all the existing files with the current versions. Currently using XP 10.51 on the same PC I used when I had an active PE account earlier. No updates to the PC or XP since then.
Any help I'd be grateful.
