CAT-4 rating

I'm reading up on this rating, and I can't figure out why we should switch to 121.50 when clear of KSBP class D airspace.

Where do you find this frequency?

And that the aim recommends monitoring that frequency. It is referred to as “guard” and should be monitored if not in direct contact with ATC and not on a specified CTAF frequency. Even if you are on one of those frequencies, it is still a good idea to be monitoring guard on your secondary radio, if you have one.
If you don’t know what ATC to contact in an emergency, this is the best way to get ahold of somebody quick.

Thank you, Kyle. This is a "general" freq that you'd monitor on COM2 in addition to COM1 (KSBP/KSMX tower) enroute?
