I almost didn't ask for one today... mainly because it dawned on me that not everyone is using current real weather. But then I decided to ask for one since I've never heard it on the network. In Duluth these are a common occurrence. Which is cool because at the FAA Academy they told us we'd "never have to issue a SVFR or VFR on top."
That being said is it okay to ask for these again? I did it and Mr CRQ ground handled it exactly as I do! So nice work... but is it a waste? Do you guys treat all airports as VFR all the time? I would have sounded like a complete moron had I asked for that, and another guy wanted to depart VFR with "his" weather LOL! Some one's lying!!
Thoughts from KS, PE controllers?
I'm always flying with RW weather... in fact I'm reading mine right off skyvector's METAR function. Sometimes I even plan my flights around shi**y weather.

I'd say that there have only ever been a few issued on the network. I've seen more OTPs though. Ultimately it's just another form of separation, so it doesn't make a difference to me.

If you would like to request it as a result of the weather that you're seeing, then request it. What other people are seeing (whether they're using real weather or not) isn't relevant. We have people with artificially good/bad weather all the time, it's perfectly acceptable practice. This is a training environment for pilots, after all.
