Is the enroute time listed on the flight plan screen not including DP/STAR's? Also do I take into consideration climb and descent?
What exactly are they looking for?

Yes and yes. Real world flight planning tools solicit your speeds and climb/descent rates so they can accurately calculate your ETE.
The enroute time is theoretically important for lost comms. Our controllers don't see the info on PE. Other than for PEaware, it doesn't matter a great deal here.
