Reece is correct, I appreciate the suggestion but neither of these is going to happen. We specifically have avoided linking to real-world flying resources in the site's navigation. We are not interested in PE becoming a "system of record", even by linking - you should be using all the real-world tools you would use for a real flight. We can help people discover what those tools are via the forum. If we add TEC routes, then why not Skyvector? Why not simroutes for non-TEC routes? Why not flightaware for real-world routes? Why not airnav? Why not myairplane.com for chart downloads? Why not the NACO site to order paper charts? Why not myflightroute? And on, and on, and on...
The file-a-flight-plan page is not an exterior link, so it wouldn't make any sense from a user experience best practices standpoint to make it in an open tab. Middle click, ctrl-click, or cmd-click will do it for you.
Again, I don't mean to be a bucket of cold water, in general we like suggestions, I just have very specific reasons why both of these are a no go
