Cleared to land or don't?

Tonight I was in the pattern of a controlled field for touch and goes. For one landing I was not "cleared for the option." On short final, I got a little nervous, and asked.

1. Do I ask if I don't hear it?
2. Do I assume I'm cleared if nothing? (that doesn't seem right)
3. Do I go around (that would still need clearance)

Who is responsible for permission to land? ATC or the pilot?

You must receive clearance. And, as PIC, you have the right and responsibility to ask or go around.

If you have heard nothing turning base, something is wrong. You may not land without a clearance.

You'll regularly hear airline pilots on liveatc.net check in with tower at class B and C airports, receive clearance and then two minutes later request landing clearance confirmation. Even though they *think* that they have clearance, when they go through the landing checklist and aren't 100% sure, they always request confirmation.
