One of the things I love about PE is that it always throws up a challenge or just plain old gets you thinking.
Filed ifr KVCV to KNYL 15000ft [mea 13500 until PSP] then highest mea 3900.
My question is, is it permitted to file 15000 to PSP then 5000 PSP to destination & if it is would you just start your descent from over PSP without reference to the controller? Or maybe "15000 desc. 5000 as filed"?

Always request lower with the controller before descending... You can plan for that yourself and simply request lower whenever.
