KVNY Departure Route

I've been looking at the TEC route from KVNY to KSBA and noticed something interesting about the departure routes used on different flights whilst browsing the data on PEaware. As defined by the TEC route, the first waypoint is FIM which is approximately a NW track after take off from 16R. However, pilots who file FIM as their first waypoint seem to get sent on a lengthy excursion to the south east before finally returning to a more productive north westerly heading. On the other hand, pilots who include the CANOGA1 departure in their route to FIM immediately turn in a north westerly direction after take off, as specified by the departure procedure. So, why do pilots not specifying the CANOGA1 departure get sent a few miles to the south east first - climb rate perhaps?

the sid calls for a turn to 210 followed by vectors to ipiho. if you're not on the sid, you are given a standard heading to east and can't be turned until you reach the mva.
