1. If I'm wanting to fly IFR from Catalina to KONT, I'm not sure who to call for clearance. The VFR chart seems to indicate that I would call SoCal App on 125.35, but I can't tell at all from the IFR chart. I feel that I'm missing something very fundamental here.
2. When I'm sitting on the ramp at Catalina, do I monitor and announce my ground intentions/movements on CTAF (and then my movement out of the area), or do I just stay on comms with SoCal Departure from taxi onwards? (same question applies to VFR with flight following).

If you were to look at the Airport and Facility directory, you would see SoCal approach listed as the departure and approach frequency for KAVX as 127.40.
After Socal issues an IFR clearance, they'll either ask you to advise them when you're ready to depart or will issue a void time for your clearance. You have to be off the ground by the time they state, or you'll have to request another clearance. Once you receive the time, you'll be expected to switch to CTAF at the uncontrolled airport, make your way to the runway, take off, and then once airborne and clear of the pattern, you'd call up SoCal while executing your initial departure instruction or departure procedure.

If you were talking to Socal on the ground at Catalina during your taxi and takeoff, it would render the CTAF useless. You pick up the clnc from Socal, then swap to the CTAF, announce the takeoff, clear the pattern then swap to Socal. They'll radar ID you and then you're off and going.
In addition to the AFD, you can get the local app freq from any of the instrument approaches published for that field.
For further reading, try the transcript in the I-8 rating as well as the reference material on one-in, one-out operations. It covers a flight from AVX to SAN. I know you keep putting off the training program and doing your own thing, but as you can see, as your start rolling your own flights, you're going to run into lots of situation that are covered by the training program
