Place it in your FSX ..\Addon Scenery\scenery Folder.
Change only ILS/LOC 09 Approach frequency to 111.55
Even better the LatinVFR for San Diego is good scenery, although I have to wear sunglasses on approach to R27 at night, approach lights a bit much.

Ryan, as you know it's the TDZL lights are the overly bright ones, if you wish to can rename " SANlightsystem27.bgl " to " SANlightsystem27.OFF " .
There are still the red runway edge lights for the displaced threshold to spot the landing zone, I would have thought LatinVFR forums would have a least mentioned this problem
but on my visit I saw nothing about it, and I didn't want to register to yet another forum.

Update: Unfortunately KSAN R09 Localizer still has the wrong frequency (110.9) in Orbx FTX SCA for FSX/P3D.
You can still fly the R09 ILS if you remember to tune 110.9, rather than currently charted 11.55. It is also straightforward to fix with ADEX if you edit ADE_FTX_SCA_KSAN.bgl and then recompile the .bgl. Hopefully Orbx will fix it in next release.
