Need Direction

If an airport has a tower and ground, but no Clearance Delivery, who do I initially call for an IFR clearnace? Ground? Tower? Departure? Basic question I know. But I have no clue reading the FARS and AIM.

If it's an airport with just TWR/GND, you would make your request with GND. If it's an uncontrolled field, you'd call the local approach facility before departing.
