IFR clearance from a private airport?

In real life to pick up an IFR clearance from an untowered airport (when there is no approach facility nearby) you call the FSS, how do you do it on PE?

Same as any non-towered airport on PE, call the overlying approach or center controller. We have boosted the radio ranges to make this possible.
