Functionality was restored at 1643PDT. I'm working on analyzing the root cause.

Fond the root cause of this outage. The new protocol appears to have generated an increased amount of memory usage and garbage collection within the virtual machine that runs the server. I was able to reduce some of the memory footprint by removing an unused code path and also increasing the available memory for the virtual machine.
