Exiting to the right off 19L KSNA

While playing in the pattern yesterday at SNA there was another aircraft landing 19L. I guess he was parking on the west ramp so he exited the runway on the right side. The controller scolded him for doing so saying that he was encroaching on 19R and then the controller issued me a go around because of it.

I see nothing special in the airport remarks about this and I was under the impression pilots should exit the runway (unless told a certain direction/certain intersection by ATC) as soon as practical, and upon exiting pilots are legal to fully exit the runway even if that affects another movement area.... But the AIM also says you can't cross another runway while doing that.... somewhat contradictory and I'm not sure what's expected in this specific case?? I'm guessing in real world the local controller would have pilot hold on 19L and make a gap to cross 19R.... but sometimes on PE atc gets distracted by all the airspace hehe...

Legal to exit the runway, yes....legal to cross over the hold short bars for 19R (thereby entering 19R), no. So, it really depends on how close to 19R he got. It might have been a difference in scenery between the scope and the pilot's scenery, too.
