Plane - LGA - Snow Storm

First off I am glad PAX and crew is okay.

I was listening to the tower recording from Live ATC when the Delta plane slid off the runway and tower had no idea there was a problem

Does tower not watch the airplanes on the runways to make sure they are exiting?

Sure ATC will look at the runways in this case, unless the visibility is less then the distance from the tower to the runway.

Here is a recent LGA METAR to prove the point:

It's more then a 1/4 mile from the tower to the runway.
