Informal callsigns? (e.g., "Sundevil")

So I was on the network today, and I heard a pilot using the callsign "Sundevil." In the comments section of his flight plan, he indicated he'd be using that callsign. Can any of us do that? Mind you, I'm quite fond of my current callsign (N1701A); I'm just curious.

Also, the same pilot had cool mic static. I know that's been discussed before here, but I thought his mic noise was particularly cool. Sundevil, if you're reading this, how did you do that? :)

That's a commercial customer (Arizona state University) who is using that callsign under a letter of agreement with us. Other than VA's, we don't generally allow people to fly around with random callsigns.

Thanks for the explanation, Keith. The ASU Sun Devils! I get it now.

As I mentioned, I'm quite happy with my current callsign; I was just curious.
