I'm planning a flight from KCRQ to KRAL. KCRQ is class D within the Mode C of San Diego. I would like to fly with flight following. Here are my questions:
1 - When I contact Clearance Delivery at KCRQ do I request "VFR Flight Following to KRAL"? or is it phrased differently?
2 - Will I be advised by Clearance Delivery if Flight Following will be provided?
3 - If I have flight following my understanding is that I must remain on any assigned frequency until advised by ATC?

1. That's fine or alternatively "VFR advisories". When in doubt, don't worry about the phraseology, just speak plainly to get your intentions across effectively. Unlike ATC, pilots aren't required to use any specific phraseology.
2. If they give you a squawk code you're good to go.
3. Yes. Of course you can always terminate the service at your discretion at anytime in which case they'll tell you to "squawk VFR" and "frequency change approved".

1. KCRQ to KRAL is procedurally the same as the V-2 flight. You're requesting VFR advisories on the ground from one airport to another.
2. They don't specifically say, "you'll be getting flight following," but if you communicate your request for flight following and then receive a squawk and transponder code, you're in good shape as Zengei said.
