Is there a readable dataref out of the PE client to get text that *might* be sent to a pilot? Example would be a pre-departure clearance, if that feature were to exist...

Yes, it's likely that it would be exposed as a dataref and/or a 'message' within the Xplane SDK so that other plugins could be written to do something with the data. It's also likely that the PDC will be emailed to pilots.
