Flew today from KCMA and tried to dial up Clearance Delivery on 120.75 as published (firelight, skyvector, foreflight) and nothing but crickets in the background. Dialled up KCMA ground for confirmation on the correct frequency and was told no Clearance Delivery available.
Not a big issue, but is this common? I thought every published freq was available. Again, not a huge issue but is thee a way of knowing which published frequencies are not available (or to be used) on PE?

Was there nothing in the AFD about operating hours for CD, as there would be with tower operating hours?

Didn't even look as I have asked the question before about actual tower hours being used on PE and was told actual tower hours aren't reflected on PE. in other words, all towers open in PE coverage area regardless of published operating hours.

Clearance delivery at CMA is on the same frequency as ground. You're looking at the Point Mugu frequency which is only used for a couple hours after the tower is closed.

This is a weird case.
You are correct that we don't normally honor operating hours in favor of simply running everything full time.
However we also don't run military airports at all. In this case that published clearance delivery frequency refers you to the clearance delivery frequency at Point Mugu Naval Air Station.
As CMA tower is always open when the network is running use the ground frequency to get your clearance. In the real world that Point Mugu frequency is only used when CMA tower is closed, as we don't close it there is no need to use it.
This is the only case of this in the PE operating area.

The Airport Facility Diagram lists "CLNC DEL 121.80" and a separate entry reading "POINT MUGU CLNC DEL 120.75"
That tells you right way that something odd is going on and warrants further investigation. However, without further investigation, my instinct would be to call the clnc delivery associated with the airport
