Flight into coverage area ATC ?

Hello

How is the procedure if i fly from outside the ATC coverage area into it ? ie. from KSEZ to KSNA IFR ?
When must i contact the ATC Controller?
In KSEZ or on flight by enter the coverage area ?

Have not manny experience with PE at the Moment

Hope anyone can help me a bit with the procedure

Also, just contact the appropriate controller while Enroute and prior to entering the ZLA (Los Angeles) ARTCC airspace.
