VFR: Initial departure heading & altitude

What am I supposed to do with it?

KSNA clearence delivery gave me an initial heading and altitude (at or below 2400). Is that just to get mentally prepared for tower instructions that will follow after takeoff, or does this actually allow me to make a turn and climb after takeoff?

Allows/requires you to turn and climb in the manner that clearance delivery told you to.

In fact, tower will likely just say "cleared for takeoff" and you are expected to make those turns and climbs as instructed by clearance delivery.

After takeoff I usually wait until im 500 feet above airport elevation, to make the turn, all the while adhering to the alt restrictions,

Usually it wont be tower that gives you any further instructions after Takeoff, they will request to switch over to departure where they will advise you from there. The alt restrictions (correct me if im wrong) has to do with the surrounding airspace

You're not going to be asked to do the same thing twice. Once is enough for it to be legally required. Comply with the instructions that are relayed in the VFR departure instructions. The restrictions will be lifted by a subsequent controller.
