required vs expected reports

I've seen a lot of debate online for if pilots should report vacating an altitude when offered descent at pilot's discretion. It seems to be required but not often done. What is the opinion or expectation of pilotedge on this.

Also it's unclear to me what's expected for reporting entering or departing a hold if ATC hasn't specifically asked for reporting with regard to the hold.

that thread's more about VFR..i am talking about when on an IFR plan.

Thanks, so if I follow that to the letter, I have to tell pilot edge ATC when I'm vacating an altitude even if they recently told me it's OK to do so "when able"
Also inform pilot edge ATC of arriving at a hold (including time) and departing a hold. Anyone know the value of telling ATC what time it is when arriving at a hold? I assume this should be zulu time. Both pilots and ATC on line mention mixed compliance with those 3 reporting requirements of 5-3-3-a-1 a, f, and g.

5-3-3. Additional Reports

a. The following reports should be made to ATC or FSS facilities without a specific ATC request:

1. At all times.

(a) When vacating any previously assigned altitude or flight level for a newly assigned altitude or flight level.
(f) The time and altitude or flight level upon reaching a holding fix or point to which cleared.
(g) When leaving any assigned holding fix or point.
