Hi
Sitting at KSAN, requested taxi to active via ground and was asked to contact SoCal Clearance Delivery. Contacted SoCal Clearance Delivery and was given direction/VFR/altitude instructions instead of taxi. I have used Clearance Delivery once in the real world and was handed off to ground. I have yet to fly PE, do they not provide taxi Clearance or maybe I don't understand SoCal Clearance.

It would've been Lindbergh Clearance, not SoCal. At class B and C airports, you'll contact clearance delivery first for your departure instructions. That usually includes initial heading and altitude, departure frequency, and transponder code. After that you can call ground for taxi. Welcome to PE!

---this is an issue with ForeFlight. They do that for some reason. Many don't know to look at the airport diagram for the actual faculty name. Responded to your support email, but I'll post here for completeness as well:
You would've been asked to contact "Lindbergh Clearance" for your VFR departure instructions. At Class Bravo airports, you normally contact Clearance first to get those instructions. The, once you have those instructions, you contact Ground for taxi.
We absolutely do provide Ground control, but you need to receive your VFR departure instructions from Clearance prior to calling for taxi with Ground.
