Same airspace, just a reconfiguration. Will it affect PE operations? I would plan on it to a certain extent. You're going to find more GPS/RNAV procedures becoming the standard. Expect to see new ways to get into and out of SoCal. The TEC route system should be largely the same. So depending on what type of flying you typically do, you may or may not notice anything.

This is a little bit unrelated, but I really hate when mainstream media reports on aviation - or any technically-oriented topic for that matter. It makes you wonder what other stuff they get completely wrong. The article makes it seem like there's some kind of orbital monitoring and control of aircraft. In reality, this is just GPS + WAAS coupled with ADS-B out. They could have probably reduced the size of the article to about one-tenth by simply saying "GPS navigation" up front.

Something else to note is that the FAA wants to slowly reduce the VOR / NDB coverage to a skeleton network, and it is slowly reducing the number of non-precision approaches based on them. The system will become heavily reliant on GPS in the near future. I'm personally looking forward to it.
