After completing I8 should we then go straight to I10 or wait for I9 to comeback from retirement.
I ask because I read it was important to complete the ratings in order.

Yes, go from 8 straight to 10. The 9 was retired because it required you to fly a jet. Not everyone flies jets, or wants to, so they decided to retire it.
