Flight Following from Class D

If I'm at a smaller Class D airport, let's say something like San Luis, and I want to get VFR flight following to my destination, who is the appropriate one to call? Can ground take this request before I taxi? The tower after takeoff, or some other option?

You could include it in your interactions with the Ground controller, or you could 'cold call' the approach controller once you leave the Delta airspace.
