could the viewers watching on Twitch be able to hear PE controllers?

To answer the direct question yes. If you stream on twitch while on PE your PE comms will be broadcast to twitch.

It's up to the person who is streaming their sim to get their audio configuration right. OBS can only record from one playback device, and one recording device. So, if you have your engine noise going through the speakers and the ATC going through the headset, you're going to struggle to stream both of those. So, care has to be taken prior to streaming to get it right, but once you do, you can stream your voice, the ATC voices, and the ambient noises.

Maybe a Linux thing, but OBS allows me to pull any number of audio sources. I have ATC go to speakers as well as x-plane but TS and skype to headset so I can determine if it's ATC talking to me easily. I have streams where I was on TS with the guys and they were heard perfectly fine. But again, I'm on Linux using a self-compiled alpha of OBS and Linux has better sound management capabilities within the OS by default so it wouldn't surprise me if OBS on windows only did one source of each.
Edit: I can even separate it out by sound stream in that I'll pull ATC and x-plane from main speakers, Ts and Skype (copilot) from headphones, but leave out all other audio to my headphones like another stream if I'm watching and flying.

Windows OBS (non-alpha) doesn't have that capability. I have used other recording tools in Windows which allow an unlimited number of sound sources to be included in the recording (they actually get recorded as separate audio tracks, which is outstanding), but OBS for Windows does not, at least not the version I'm running.
