Hi, sorry but my english is not perfect.. but i'm going to explain some problem I had today... and i'm kinda lost.
Yesterday I filled the flightplan from KSBP to KBFL and requested IFR to the San luis Ground, and it was ok. But today I tried the same and I got a "we don't provide clearances since this is a class G airport". I'm trying to find the documentation about it...
can someone help me please? Thanks.

Did you complete the flight anyways?
I think you may have accidentally filed the wrong departure airport code. The last flight I see that you complete was from an uncontrolled field. That is what I ask:

Hi Jari, SBP is a Class D airport and therefore you would contact Ground 121.6 (or clearance if it were available, depending upon the airport of course) for an IFR clearance. I'm assuming that perhaps someone misheard the request.

Jari, you probably weren't at KSBP when you asked for the clearance. Can you verify?
If you're at SBP and you file from SBP, you should be fine.

I was in KSBP, San Luis Obispo. Yesterday i didnt completed the flight due some internet issues. I asked IFR clearance to KBFL through PRB V248 EHF, I though i called the wrong frequency but I just checked (rxp saves the frenquencies) and the frequency was right. My location was right too because I remember to set my airplane in the wrong apron and used slew to move to the west side ramp before connect.

Jari, I just listened to the recording. Assuming that you were flying as N729MZ, the controller was correct in notifying that we do not issue "VFR clearances" out of Class D airports. I think the confusion was the fact that, as you mentioned in your initial post, your pronunciation of English letters and words is still improving and, in your language, I suppose that you pronounce "I" as "Ee." Perhaps next time, if you find there is difficulty in understanding, you can always use proper phraseology to spell out each letter (e.g., India-Foxtrot-Romeo).

yeah I though that was the problem.. i'm going to try again. After I said "instrumentos flight rules" the atc just said "oh, ok" and nothing else. I though I was still wrong. Thank you for your support.
