I've been flying transport planes on PE lately, and I noticed some folks seem to be flying to Salt Lake City and KPHX Phoenix. Also KSEA is shown as an airport to fly to on FlyMyRoute. Are these airports now open to everyone on PE and do we still get full ATC?

You can however fly to or from any airport outside of the coverage area. ATC will cancel services once you are leaving the area, or you need to get your clearance (if IFR or FF) a few minutes prior to entering the area.
