I would like to know what is the correct procedure on PE for announcing intentions on non-towered airports. I always use the CTAF frequency displayed on the airport charts but looking at the audio recordings I guess most people use 122.800 and not many are using the real-world frequencies.

not all the CTAF's are recorded. Only 122.70 and 122.80. You should used the published CTAF, as you are doing now.

Those are for a specific commercial client. The public coverage area remains the same. We just happen to provide limited service for one particular client in Memphis now.
We don't offer the service to everyone because we are not configured to provide full service up to Memphis center...only local training operations at Memphis. The customer is ProFlight (http://proflight.aero) if you want to check them out.
