Not really an official statement.
I'm saying from personal experience (RW)... If nobody is around, no loose debris, etc... We do our runup at our hangers.

Sorry, I think I got it. If I'm at a hangar, with some free space around me, the tarmac isn't looking like a gravel pit, there's no harm. But if I'm in the middle of the transient parking with planes parked close to me on all sides, I taxi to the runup area.
