Holding Short of an APPROACH end of a RWY

Pilots,

I did some touch and goes at KTOA today and after perusing the A/FD I came across this note:

Twys cross apch zone both ends Rwy 11R–29L observe taxi hold lines.
When twr clsd ACTIVATE MALSR Rwy 29R—CTAF. MIRL Rwy 11L–29R
ops SS–SR, MIRL Rwy 11R–29L ops 1400–0400Z‡.

Taxiway C crosses in front of RWY 11R. So it seems like when one taxis into parking on C you should technically stop until cleared to cross the approach end of the parallel runway. Is that right? I've never encountered such a thing (which of course doesn't count for much).

Would a blanket taxi clearance "Taxi to parking via C" constitute a clearance to cross a "taxi hold line" . I would imagine it does and that's what I did in any case. Up until now, I had thought the only hold short requirements were for actual runways not approach ends... I am probably over thinking it but was just curious about this.

A specific clearance to cross a runway approach area is not required.

You only need to hold short of the approach area if you are specifically told to.

Thanks that's what I figured. I suppose if there was a departure on the parallel they would give you the command to hold short "approach zone".
